Malaysia signals e-invoicing for foreign eCommerce platforms
Malaysia's Domestic Trade Minister told Parliament that the finance ministry intends to impose e-invoicing on foreign eCommerce platforms and their related vendors, according to the draft Hansard of the Dewan Rakyat. He named Pinduoduo and Temu and said the requirement would also oblige them to open local offices so they can be monitored. The remarks came in response to a question during the Budget 2027 debate, and he described the measure as "soon" and as an immediate action. No effective date, draft legislation, or tax authority guidance has been published to provide timelines or further details. Notably, the statement does not mention digital services or non-resident suppliers more broadly, and it does not define "related vendors."
The bottom line: If you sell digital services directly to Malaysian customers, no change has been announced for you. Under current guidelines, foreign suppliers are not required to issue MyInvois e-invoices themselves. If you operate as or on a marketplace, watch how "related vendors" is defined once more details emerge.
